Financial Management and Budgeting

bulletManaged the preparation of budgets, capital plans and financial statements in Burnaby (1991) and Delta (1995-2000)
 
bulletDesigned and implemented a user-friendly budget process with simple clear presentation documents in Delta
 
bulletCreated a debt management strategy for Delta that guided the corporation in reducing debt by 20% between 1995 and 1999 (from $66 to $53 million).
 
bulletFormulated a reserves policy and a major capital projects funding strategy for Delta that enabled the corporation to strengthen its reserves while continuing to complete much needed community projects

bulletAuthored a broad range of policy reports including: permissive taxation policies and guidelines to assess requests for tax exemption; municipal policy on multiculturalism; social planning goals and policies; residential neighbourhood environment study; high-rise height and density review


Consultation
